Introduction

Tsinghua University (hereinafter referred to as "we" or "us") respects and protects the personal information and privacy of all students (hereinafter referred to as "you"). In accordance with the Civil Code of the People's Republic of China, the Law of the People's Republic of China on the Protection of Personal Information, the Law of the People's Republic of China on Network Security, the Code on Information Security Technology, and other relevant laws, regulations and national standards, Tsinghua University specifies in this policy the principles of collection and use of your personal information, as well as the rights related to your personal information.

This policy is important for your application to Tsinghua University and for matters related to your admission (or non-admission) to Tsinghua University. When you browse, register, log in and use the Tsinghua University International Graduate Program Online Application Service System( link: /intlLogin, or hereinafter referred to as "the System") and after you are admitted (or not admitted) to Tsinghua University, we will handle and protect your personal information in accordance with this policy. We try to explain the technical terms covered by this Policy to you in clear and concise terms so that you can understand them. The terms of this policy that are (potentially) material to your rights and interests are highlighted in bold type.

Tsinghua University especially draws the attention of minors under the age of 18 (especially children under the age of 14) and their guardians to the fact that we have specified a special section for the protection of minors (indicated in bold), so please read it carefully.

Please read and fully understand this policy before using/continuing to use the system. If you do not agree with the contents of this policy, you may not be able to complete your application and you should stop using the System immediately. Your use or continued use of the System indicates that you fully understand and agree to the entire contents of this Privacy Policy.

Special notice to you, because this system mainly serves international graduate students, there are two versions of this policy in English and Chinese. In case of inconsistency between the English and Chinese versions, the English version shall prevail.

This policy will help you understand the following:

Tsinghua University understands the importance of personal information to you and will do its best to protect the security of your personal information. We will abide by the following basic principles in our personal information handling activities: the principle of consistent authority and responsibility, the principle of clear purpose, the principle of choice of consent, the principle of minimum necessary, the principle of ensuring security, the principle of subject participation, the principle of openness and transparency, etc. At the same time, Tsinghua University promises that we will take corresponding security protection measures to protect your personal information according to the mature security standards of the industry.

I. How we collect and use your personal information

We will follow the principles of propriety, legality and necessity to collect and use the personal information you provide voluntarily in the course of using the system or as a result of using the system in accordance with laws and regulations and the requirements of the Ministry of Education and other competent authorities, as well as the following purposes described in this policy. If we want to use your personal information for other purposes not contained in this policy, or use the information collected for a specific purpose for other purposes, we will inform you in a reasonable manner and obtain your consent again before using it:

1. Account registration

In order to apply for graduate school, you need to use your email address to register as a new user first, please make sure that the email address can be used normally, the system will send the verification code to the email address, and the email account will be used as your login name.

2. Enrollment Registration

During the registration process, we will collect the following information from you in accordance with the relevant regulations of the laws and regulations for postgraduate admissions and the relevant requirements of the Ministry of Education and other competent authorities, and for the following purposes and reasons:

2.1. Based on the real name requirement for graduate admissions and to facilitate the service and management of you, we will collect your basic personal identification information, including your Chinese name (if any), full name in your passport, gender, recent personal photograph;

2.2. You understand that this system is used for international graduate admissions outside of the People's Republic of China, so we need to collect your nationality (including whether you have ever held Chinese nationality, whether either parent has ever held or currently holds Chinese nationality, whether you have an identity document or proof of Chinese Hong Kong, Macao or Taiwan ), country of birth, place of birth, date of birth, passport number, and passport expiration date;

2.3. We need to collect your religious beliefs and marital status in order to accommodate your convenience;

2.4. To know whether you are employed, we need to collect information about your current status and the institution where you are currently studying or working, including the name of the school or workplace, the country and city where the school or workplace is located, and the field of study or department in which you are working;

2.5. Your education and work experience is one of the bases of Tsinghua University's graduate admissions assessment, and based on the regulations of file management, we need to collect your degree, academic information and work experience information, including the starting and ending dates of study or work, mode of study or work, whether you have received a bachelor's/master's degree (when the degree was awarded/expected to be awarded), bachelor's/master's degree certificate and undergraduate/graduate transcripts (4-point GPA score/grade point average/grade rank), whether you are currently pursuing another graduate degree (both from abroad and from other universities in China), and whether you have ever been accepted into one of our graduate programs;

2.6. Your language ability and academic expertise are also the basis of Tsinghua University's graduate admissions assessment, so we need information about your native language, language test results (HSK Chinese Proficiency Test results/English test results such as IELTS or TOEFL/other prophecy test results), proof of registration for relevant exams, published papers or works, awards received, and literary and physical talents;

2.7. Your disciplinary status is also the basis for admission to Tsinghua University, so we need information about your disciplinary status (probation/suspension/withdrawal/other sanctions) and criminal record (convictions or any charges currently pending against you);

2.8. We need to collect your contact information, including postal address, postal code, telephone area code, landline and mobile telephone numbers in order to contact you effectively and to mail your acceptance letter;

2.9. In order to find out about your previous studies or work experience, we need to collect the name of your referrer or the phone number of your referrer (if any);

2.10. To ensure that your tuition and other fees are paid properly, we need to collect information about your financial sponsor or institution, including the name of the financial sponsor or institution, relationship to the applicant, contact address, and contact telephone number;

2.11. In order to assist the school in contacting or confirming your information if necessary, we need to collect information about your contact person in China, including the name, address and telephone number of the contact person in China;

2.12. In order to be able to contact you effectively in an emergency, we require you to provide information about at least one key family member, including their name, relationship to you, occupation, contact telephone number, and email. You understand and warrant that you have obtained the authorized consent of such family member to provide his or her information for the purposes described in this paragraph before you fill in such family member's information, and that we will not be responsible for any disputes arising from your failure to obtain such authorized consent. We undertake to use such information only for the purposes set out in this paragraph and to take the same security measures to protect the security of such information as we take to protect your personal information.

2.13. You will need to complete your application information, specifically, you will need to complete your application preference, including proposed degree, applied department, applied major, applied field of study, applied supervisor;

3. Online fee payment

After you complete your registration, you must make an online payment. During your payment process, we may collect the third party payment account you use, such as Alipay account, WeChat account, bank card account.

Special Note: Your use of such third party services is subject to the terms of service and privacy policy (not this policy) of such third party, which you are required to read carefully and decide for yourself whether to accept. Please protect your personal information and provide it to others only when necessary. This policy applies only to our collection, retention, use, sharing, and disclosure of information, and does not apply to services provided by any third party or the rules governing the use of information by third parties, and we are not responsible for any third party's use of information provided by you.

4. Submission of information

4.1. According to the relevant regulations of laws and regulations for postgraduate admissions and the relevant requirements of the Ministry of Education and other competent departments, and in order to verify the authenticity of the relevant information, we need to review some of your written documents, you need to upload a scanned copy of your passport/residence permit, a scanned copy of your bachelor's/master's degree certificate, a scanned copy of your degree certification report and a scanned copy of your transcripts.

4.2. For each application preference, you shall provide information about two expert referees, including the name, workplace, title, position, contact telephone number, email, mailing address and the relationship between the referees and you, and we will use such information provided by you to determine the identity of the expert referees, contact them, send them emails and instruct them to complete the online reference letter. You understand and warrant that you have obtained the expert referrer's authorized consent to provide his or her information for the purposes described in this paragraph before you fill in the expert referrer's information, and that we will not be responsible for any disputes arising from your failure to obtain such authorized consent. We undertake to use such information only for the purposes set out in this paragraph and to take the same security measures to protect the security of such information as we take to protect your personal information.

5. Safe operation

5.1. We collect information about your browser type, operating system, and login IP address in order to ensure the secure operation of the system.

5.2. We use cookies and similar technologies to collect your login time and IP address in order to verify that you are the one filling in and modifying the information.

6. Exceptions for obtaining authorized consent

According to the relevant laws and regulations, we may collect and use some necessary personal information without your authorized consent in the following cases:

6.1. in connection with the fulfillment of our obligations under laws and regulations, including the disclosure of your personal information to the competent authorities in accordance with the provisions of the law or the mandatory requirements of judicial or administrative authorities;

6.2. directly related to national security and national defense security;

6.3. directly related to public safety, public health, and significant public interest;

6.4. directly related to crime investigation, prosecution, trial and sentence enforcement;

6.5. where it is necessary to protect your or another individual's significant legal rights and interests, such as life or property, but where it is difficult to obtain my consent;

6.6. the information collected is disclosed by you to the public at your own discretion;

6.7. collecting information about you from lawful public disclosures, such as from legitimate news reports, government disclosures, etc;

6.8. necessary for maintaining the safe and stable operation of our systems, such as detecting and disposing of system failures;

6.9. other cases stipulated by laws and regulations or mandatory requirements of the Ministry of Education and other competent authorities.

II. How we store and protect your personal information

1. Storage

1.1 Storage location: We store the information in Tsinghua University's own server.

1.2 Storage time: We promise to always store your personal information for a reasonably necessary period of time in accordance with the provisions of laws and regulations and the requirements of the Ministry of Education and other competent authorities. After the above period, we will delete your personal information or anonymize your personal information.

2. Protection

In order to protect the security of your information, we will endeavor to adopt various security measures that comply with laws and regulations and national standards to protect your information in order to minimize the risk of destruction, theft, leakage, unauthorized access, use, disclosure and alteration of your information. We will actively establish data classification and grading system, data internal management system and operation procedures, data security development specification, encryption and de-identification, operation authority management, emergency plan and other institutional measures to manage and regulate the storage and use of personal information to ensure that no personal information not related to the services we provide is collected.

Your account is protected by security features, so please keep your account and password information safe. We will minimize the risk of loss, misuse or alteration of your information through security measures such as backup to other servers and encryption of user account passwords.

Notwithstanding the aforementioned security measures, please note that there are no "perfect security measures" on the information network. To prevent security incidents from occurring, we have established appropriate early warning mechanisms and contingency plans in accordance with laws and regulations. If a security incident does occur, we will promptly inform you of the relevant situation by email, letter, telephone, push notification, etc. If it is difficult to inform the subject of personal information one by one, we will take a reasonable and effective way to make an announcement. At the same time, we will also take the initiative to report the disposition of information security events in accordance with the requirements of the regulatory authorities, and closely cooperate with the work of government agencies.

III. How we share, transfer, and publicly disclose your information

1. Sharing,Transfer

We do not share or transfer your personal information with any organization or individual unless one or more of the following circumstances exist:

1.1. has been authorized by you in advance;

1.2. which you initiate on your own;

1.3. based on the relevant laws and regulations governing the admission of graduate students and the relevant requirements of the Ministry of Education and other competent authorities:

You understand and are aware that Tsinghua University is a national key university directly under the Ministry of Education of the People's Republic of China. In order to complete the admissions process, after Tsinghua University decides to admit you, we must submit the information you provide to us and your admissions information (such as admissions department, major, tutor, etc.) to the Ministry of Education and other competent authorities. During the above transmission process, we will use the special channel designated by the Ministry of Education or other encryption methods to ensure the security of your personal information.

1.4. other circumstances stipulated by laws and regulations or mandatory requirements of government authorities.

2. Public Disclosure

We will only publicly disclose your personal information when:

2.1 after obtaining your express consent;

2.2 Based on the provisions of laws and regulations regarding the disclosure of information on graduate admissions and the relevant requirements of the Ministry of Education and other competent authorities, we will publish your admission information on the relevant website or system of our university after we have decided to accept you.

2.3 Other circumstances stipulated by laws and regulations or mandatory requirements of the Ministry of Education and other competent authorities.

3. Exceptions to the authorization of consent for sharing, transfer, and public disclosure of information

In accordance with the relevant laws and regulations, we may share, transfer, or publicly disclose your personal information without your prior authorized consent in the following circumstances:

3.1. in connection with the fulfillment of our obligations under laws and regulations, including the disclosure of your personal information to the competent authorities in accordance with the provisions of the law or the mandatory requirements of judicial or administrative authorities;

3.2. directly related to national security and national defense security;

3.3. directly related to public safety, public health, and significant public interest;

3.4. directly related to crime investigation, prosecution, trial and sentence enforcement;

3.5. where it is necessary to protect your or another individual's significant legal rights and interests, such as life or property, but where it is difficult to obtain my consent;

3.6. information that you disclose to the public on your own;

3.7. of information gathered from legitimate public disclosures, such as legitimate news reports, government information disclosure, and other sources;

3.8. necessary for maintaining the safe and stable operation of our systems, such as detecting and disposing of system failures;

3.9. other circumstances stipulated by laws and regulations or mandatory requirements of government authorities.

IV. How you manage your personal information (your rights as a subject of personal information)

1. Self-access, correction of relevant information

We have designed the interactive interface to provide you with a channel to access and correct relevant personal information on your own, before you complete your application submission or when your application has been returned for Information modification or documents re-submission:

1.1. Access and correct your basic information, application information, academic degree information, study or work experience, main family members, awards and punishments, foreign language level, photo, contact information via the "Information" path;

1.2. Access and correct scanned copies of your passport, bachelor's/master's degree certificate, degree verification report and transcripts via the "Documents" path;

1.3. Access the expert references via the "Documents" path and submit new expert reference information when eligible (e.g., if the reference has not submitted a reference after the deadline).

You know and understand that after you save and submit your relevant information, we will review it, and once the review is completed, you will not be able to access and correct your relevant information through the above interactive pages for security and identification reasons. If you really need to access and correct the relevant information, please contact us according to the contact information provided in Article 8 of this policy, and we will review the issues involved as soon as possible and help you correct the relevant information that meets the conditions of information modification stipulated by laws and regulations or graduate admissions policies after verifying your identity and corresponding supporting documents.

2. How you can request the deletion of your personal information

You may contact us at the contact information provided in Article 8 of this policy to make a request to us to delete personal information in the following cases:

2.1. if we process personal information in violation of laws and regulations;

2.2. if we collect and use your personal information without obtaining your consent;

2.3. if we process personal information in breach of our agreement with you;

2.4. if your account is cancelled;

2.5. the end of the enrollment year in which you are enrolled.

If we decide to respond to your request for deletion, we will also notify the entity from which we obtained your personal information to request that it be deleted accordingly, except where otherwise required by law or regulation or where such deletion is mandated by a competent authority.

3. How you can get a copy of your personal information

You are entitled to a copy of your personal information in the system at for the enrollment year in which you are enrolled at , which you can do yourself by following the "Preview and Submit – Download Application Form" path.

4. How do you log out of your account

Your account will be cancelled in the following cases:

4.1 After the end of the enrollment year in which you are enrolled, the system will be unified to cancel your account, you will not be able to use your account and password to log into the system;

4.2 For security and identification reasons, you may not be able to cancel your account directly through the interactive interface of this system. If it is necessary for you to cancel your account before the end of the enrollment year in which you are enrolled, you may contact us through the contact information provided in Article 8 of this policy. We will review the issues involved as soon as possible, and after verifying your identity and the corresponding supporting documents, we will cancel your account for you if the conditions for account cancellation are met.

After account cancellation, your personal information will be removed from Tsinghua University's servers or anonymized, except for information that must be retained by us as specified by law or mandated by the Ministry of Education or other competent authorities (such as your application data).

5. Respond to your request

In principle, we do not charge a fee for your reasonable requests, but we will charge a cost fee for requests that are repeated several times and exceed reasonable limits, depending on the circumstances. We may refuse to respond to requests that are unwarrantedly repetitive, lack necessity, lack technical feasibility, or pose a risk of affecting the legal rights of others.

We will not be able to respond to your request in the following cases:

(1) in connection with the performance of our obligations under laws and regulations or mandatory requirements of competent authorities;

(2) directly related to national security and national defense security;

(3) directly related to public safety, public health, and significant public interest;

(4) directly related to the criminal investigation, prosecution, trial and enforcement of sentences, etc;

(5) Where we have sufficient evidence of subjective malice or abuse of your rights;

(6) For the protection of your or other individuals' life, property and other significant legitimate rights and interests but it is difficult to obtain my consent;

(7) Responding to your request will result in serious damage to the legitimate rights and interests of you or other individuals or organizations;

(8) Those involving confidential information of Tsinghua University.

V. How we handle personal information of minors

The following provisions should be read carefully by minors (especially children under the age of fourteen) in the presence of a guardian, who will make the decision whether to accept or reject this policy after fully understanding it:

1. If the user is a minor under the age of 18 (especially children under the age of 14), he/she should read this policy and use the system under the supervision, guidance and consent of a guardian.

2. We attach importance to the protection of personal information of minors. When filling in personal information of minor users, please strengthen the awareness of personal protection and be cautious, and please use this system correctly when guided by guardians.

3. If you are the guardian of a minor, when you have any questions about the use of the System or the User Information provided to us by the minor under your guardianship, please contact us promptly in accordance with the contact information provided in Article 8 of this Policy. We will protect the confidentiality and security of user information of minors in accordance with relevant national laws and regulations and the provisions of this policy.

VI. How your personal information is transferred globally

In principle, the personal information we collect and generate within the territory of the People's Republic of China will be stored within the territory of the People's Republic of China. We will not transfer your personal information across borders without your express authorized consent.

VII. How We Update Our Privacy Policy

1. We reserve the right to update or revise this Policy from time to time. Such updates and revisions will form part of and have the same effect as this Policy, and we will not reduce your rights under this Policy as currently in effect without your express consent.

2. In the event that this policy is updated, we will notify you by pop-up alerts, email, SMS or system announcement methods and other reasonable means so that you can keep abreast of any changes made to this policy. Please read the updated version of this policy carefully before you continue to use our system/service. If you click "Agree" again or continue to use the System/Service, you are indicating that you have fully read, understood and agreed to be bound by the updated policy.

IX. Other

1. The laws of the People's Republic of China shall apply to the conclusion, entry into force, interpretation, amendment, supplement, termination, enforcement and dispute resolution of this policy.

2. Any dispute arising from this Policy and our handling of your personal information may be brought to the Beijing Haidian District People's Court.

3. If you believe that our personal information processing behavior has harmed your legitimate rights and interests, you can also report to the relevant government departments.
